Dean Roberts, who owns a farm near the old Darling road, said plans for a large-scale development, to be called Atlantic City, had been mooted by the city since 2001.
He said the plan called for the development of predominantly agricultural land stretching from Atlantis along the N7 and down to Du Noon.
The draft Blaauwberg Spatial Development Framework of 2001 called for development management guidelines for informal, state-assisted and low-income housing in Atlantis, “but the council is stopping people from buying the land to develop”.
